The European Ombudsman has told the European Commission to review its procurement notices and guidance for a second time, to clarify the rule restricting the award of contracts to companies established in an EU state. The European Ombudsman’s decision on 18 July 2011 criticised the Commission for using three different words (established, nationality, registered) to mean the same thing in its tender documents.
